The Masterplan will integrate with its neighbours, the Brookfield Centre and Retail Park, to create a new, extended town centre, Brookfield Riverside, which will offer shopping, civic and leisure facilities as well as new homes with 250 apartments and elderly persons’ accommodation.
Additional land will be required for the new town centre including the land occupied by the New River Trading Estate, the allotments and Gypsy site on Halfhide Lane and land to the north of New River. We have undertaken an appraisal of the Gypsy site on Halfhide Lane and have been in consultation with these residents about options for relocation elsewhere within Brookfield.
Shops, leisure, offices, homes, new public square and civic centre
Brookfield Riverside will include a new high street and town centre for the borough. By attracting an exciting mix of high street shops, cafes, restaurants, new leisure concepts, a landmark office building and hotel, we aim to create a destination for the future - unique in terms of architecture, environment, landscape and placemaking.
The contemporary design will have a mixture of building heights and the new town centre will be characterised by a series of interconnected public spaces and squares, including a pedestrianised high street. At the heart of the town is a multi-level public space designed around the New River aquifer.
The Masterplan applications for Brookfield Riverside and Garden Village will set the overall layout and building heights and sizes. Each building will then undergo a detailed design phase and a Reserved Matters application will be submitted to and assessed by the Council before construction starts.
Brookfield Riverside Proposals – New Uses
Retail and Leisure
The main heart of the new town centre is a pedestrianised shopping and leisure area with an exciting mix of retailers and new leisure concepts to cater for both the daytime and evening economy.
Offices, Workspace and Hotel
Brookfield Riverside will be an attractive place for businesses to base themselves as it will have a landmark office building within an exceptional working environment. A hotel will cater for those wishing to stay in the area. The transport links with the A10, public transport and pedestrian connectivity links with Cheshunt will provide easy access for all employees and visitors. Car parking will be set at an appropriate, sustainable level to meet the needs of the new development.
New Homes
250 apartments and elderly persons’ accommodation will be built within the heart of the new town centre. This allows these residents to be able to walk to shops and services without the need for a car or public transport. Homes will help to create an active centre both during the day and into the evening.
New Civic Centre
A new public square is proposed alongside the new civic buildings, which may include a library and health centre. These uses are still being considered.
Relocated Uses
To allow the new town centre to be built, we are proposing to relocate existing uses within the Masterplan, including the existing residential community at the Halfhide Lane Gypsy site. Others include:
New River Trading Estate
Broxbourne Depot
Household Waste Recycling Centre.
The Halfhide Lane allotments will also need to be relocated and a new location is allocated to the north of Cheshunt Park.
Transport and Connectivity
Brookfield Riverside will require a number of transport and connectivity changes to ensure integration with the existing retail parks and road network. This includes changes to the road layout within the site and new junctions at Turnford Roundabout and from local roads. These changes will be included in our planning application. They are also included in the Garden Village application to ensure they are delivered at the outset of construction.
Public Transport
Brookfield Riverside will be accessible by public transport from across the local area, with new bus routes and better information available at bus stops.
Connectivity
It will be easy to walk and cycle within Brookfield and to Brookfield from Cheshunt, with new network of walking and cycling routes and connections proposed.
Car parking
New car parks will be needed for those who live, work or are visiting Brookfield. The level of car parking will meet the needs of the development.
